Well, this is a comic and not a game. Let's not skip dialogues.
Trivia: The liquid metal sample used by the Jamison researchers was taken from the ruins of Dopple City, from the supply source of Toxic Seahorse.

@Thanatos-Zero: I'm almost sure he did not belong to the Maverick Hunters, so it could be Doppler or someone else's creation, but he was around Doppel City working under Doppler's orders when the vaccine began to fail. Either way, that technology had a potential too great to be left aside and Jamison's cientists aimed to replace New Gen Reploids with things stronger than Terminator's T-1000. The result is this.
