U49 is protected from any kind of teleport, so Reploid-carrying energy beams are forced to materialize on the rooftop. This way they have a time to react to any unwanted visitors. For that reason, Nora must open a hatch to allow the passage of the Maverick Hunters.
Originally, my explanation was that teleports could not simply pierce walls and roofs, but that contradicts the games... and the games contradict physics. Well, let's forget about that. I strive to make things the most consistent possible to prevent plot holes, but when that conflicts with official content, I can't do much but to adapt.
